Abstract
The central aspects of the State Modernization Plan of the current national government are discussed from a perspective that emphasizes its instrumental nature, its kinship with similar initiatives undertaken in the 1990s in Argentina and other Latin American countries in the context of neoliberal adjustment, and its Direct linkage with multilateral financing agencies that sponsored this adjustment. It highlights the metamorphosis of a set of typically political issues (the ends pursued by the State beyond certain conventional enunciations, the characteristics of the development process promoted by the State, the participation of national and provincial public sector workers) Present as strictly technical matters and consequently to the discussion or negotiation according to different institutional perspectives
