Connecting equality: from social policy to education policy
Abstract
This paper approaches analyzes the Plan Conectar Igualdad (PCI) from a rights perspective in the period from 2011 -the moment in which the netbooks began to be delivered- to 2018 -when the plan was discontinued-. Its main purpose is to focus on the material aspect of the PCI: the distribution of netbooks and the aspects related to this technological device that this public policy proposes. Several aspects of the PCI will not be analyzed, as the budget, actual coverage or educational results of this policy, mainly due to the lack of public information. Based on the official documents that create and regulate the PCI, the analysis will be carried out from a rights perspective, debating with some social questions, popularized by the media, about the beneficiaries of the ICP and the scope of the program in relation to the objectives of this policy.
