State-Market Relationships in Public Transportation in the Metropolitan Region of Buenos Aires (1928-2018)
Abstract
This article assesses the different stages of state-market relationships in passengers transportation in the Metropolitan Area of Buenos Aires since the beginning of the “bus option” policy to 2018. The investigation focusses on the impact of state policies and decisions on the configuration of the passengers transportation market. In order to that we proceeded to build databases on companies and entrepreneurs, conducted interviews with key informants and consulted various secondary sources that include statistical data and specific studies on the subject. Our analysis assesses the development of a tight network of bus transportation, relatively untouched by state intervention, as well the fact that the main sectorial policies stemmed from problems that went beyond state control. The recent increase in state capabilities is an open window of opportunity to reverse this situation.
