National policies at the local level: the Pro.Cre.Ar Program in Chubut
Abstract
Urban studies have centered most of their attention on large metropolitan areas. This article addresses the implementation of a national housing policy in two Patagonian mid-size cities in contexts of expansion, where it reached different outcomes. Through interviews to beneficiaries and key informants, we reconstruct how a national policy affects in a differential way different territories according to local socioeconomic contexts and actors. The differential outcomes of Pro.Cre.Ar in both cities allow us to assert the relevance of local frameworks when a national public policy is designed.
