Gender representation in Parliaments: A comparative perspective on Argentina and Paraguay
Abstract
Gender quotas and parity have been public policies tools
aiming to balance the presence of men and women at
the representative level. However, the mere introduction
of the quota or parity does not guarantee (in terms of the
expected values) the increase of female representatives in
congresses or legislatures. This article highlights the relevance
of regulatory designs to increase the probability of
approaching to this outcome; in order to do that, a comparison
is conducted between Argentina and Paraguay,
two countries with different parliamentary designs in this
regard. The general question leading the research is : how
important has the regulatory design been for the percentage
of women representatives in the national congresses of
Argentina and Paraguay since its implementation?
