Transformations in the slums movement and the controversies over welfare in Buenos Aires City’s urban policies
Abstract
The goal of these pages is to historically locate the slums
organization of the Buenos Aires city and the central role
dwellers attach to urban wellbeing. The article focuses on
both the demands stemming from these territorial organizations
and the policy strategies and actions addressed
to them. The historical period selected covers from the
movement’s politically radicalized the origins questioning
the systemic dimensions of the overall social design, to an
increasing dedication to local problems. Along this evolution
there has also been an increasing re-individualization
and decollectivization in the movement´s strategies,
with growing involvement to urban policies
