From trains and trucks to bells and stages. Changes in the policy systems addressed to scavengers in Buenos Aires City(2008-2020)
Abstract
Buenos Aires City has been a pioneer in the inclusion of informal waste collectors into the city’s municipal waste management system. 5,500 people operate through 12 cooperatives to manage dry recyclable and wet organic waste streams. They are responsible for the entire value chain, from source separated collection through to processing at the city’s Green
Centers, and the sale of recyclable materials and end-products. This article describes the key characteristics of this successful and inclusive municipal waste management system.
