Youth as a threat of security, youth as a reference for change: the Voluntary Civic Service on Values Program in Argentina during Neoliberal Restructuring
Abstract
This article focuses on the reciprocal articulations of conceptual approaches to social inclusion of youngsters, construction of subjectivities and discussions about crime control through an analysis of the “Voluntary Civic Service on Values Program” implemented during the Cambiemos government in Argentina. Relying on a qualitative methodological perspective, state intervention this work reconstructs and analyzes a modality of state intervention towards young people that worked with a device based on the methodology of the workshop and the educational work of the Gendarmería Nacional Argentina and with an intervention logic that we will call “psychologist” centered in the cognitive skills and emotions. This modality shows a perspective that focuses on the production of socioemotional and cognitive skills of young people as a condition to prosecute life projects away from drug trafficking.
