The influence of local productive profiles on planning and implementing urban policies in Argentina’s Buenos Aires Province
Abstract
This article discusses the modes of articulation and incidence of local productive profiles in twelve municipalities of the center-south region of the province of Buenos Aires -Ayacucho, Balcarce, Bahía Blanca, Benito Juárez, Coronel Dorrego, General Guido, Adolfo Gonzales Chaves, Laprida, Monte Hermoso, Rauch, Tandil and Tres Arroyos-, in the configuration of territorial problems and the implementation of urban policies that are aligned with the new normative regulation, although it does not explicitly constitute a direct normative framework. By delving into the particularities of municipal administrations, we conclude that the production of urban land and access to housing continues to be a complex topic, which varies according to the different contexts and institutional capabilities to finance plans and programs or to access national or provincial financing. As a result, the elaboration of urban-housing public policies in the municipalities studied show important heterogeneities, but they converge in the definition of land regulation as the main focus of intervention.
