Institutional dynamics and productive and labor policies in municipalities of the Greater Buenos Aires (2019-2022)
Abstract
The main objective of this article is to analyze the insti[1]tutional dynamics and the policies deployed in productive and labor matters in different municipalities of the Greater uenos Aires with a solid industrial network (Tres Febrero, La Matanza, San Martín, Quilmes, Lanús and Malvinas Argentinas), during the period 2019-2022. Firstly, the conceptual framework is presented, examining the main debates on public interventions at the local level, the institutional problems, the promotion of territorial development processes and the challenges in terms of governance that arise for metropolitan areas. Secondly, the features presented by local intervention models are explored based on a qualitative analysis methodology to address policies, actions and capacities in productive and labor matters in the selected municipalities. Next, the productive profile in each of the cases and its main distinctive features are examined. Finally, some final considerations are outlined where it is possible to highlight the absence of a clear distinction of socioeconomic management “styles” or “models” according to political signs, with a general trend towards greater pragmatism and innovation in terms of design and implementation of promotional tools in the current scenario.
