Affirmative actions for Afro-descendants in Uruguay´s private sector workplaces

Abstract

The primary focus of this project was to study the implementation of Law 19122, which establishes affirmative actions for Afro-descendants in the workplace in Uruguay, in the private sector. Towards this aim, a qualitative approach was employed, to favor dialogue with both, the stakeholders directly involved in their application - through interviews - and with the information obtained from government bodies and institutions - through critical documentary analysis. This paper constitutes a first contribution to the creation of knowledge on this topic. Some of the conclusions - obtained from the triangulation of the documentary analysis and the interviews - indicate an urgent need for the establishing of a dialogue with the organizations that bring together the companies of the private sector, to push for the recording of the ethnic-racial variable of their staff. Also, necessary to devise incentives, disseminate information, and exhort companies to offer courses to all their staff, to make the laws and measures already in place known, so their purpose of identifying, preventing and combating racism can be fulfilled - and therefore comply with the implementation of affirmative actions for Afro-descendants.
