Science, Technology, and Innovation policies in Argentina (2008-2015). Four counterpoints in policy management.
Abstract
This article identifies and analyzes four emerg
ing counterpoints in the management of science, technology
and innovation policies adopted by the Ministry of Science,
Technology and Innovation in its beginnings (2008-2015).
Having considered the organizational dimension of the
policies and the main instruments applied, the debates
are linked to the role played by the State as a driver of
an innovation system, the institutional coordination, the
budget orientation to promote R&D and public-private
partnership proposed along the administration.
