Citizen’s participation in public affairs. Legal mechanisms for its exercise at the local level within the framework of the Cuban Constitution of 1976.

Abstract

Citizen’s participation and the mechanisms for its ex
ercise in the local Cuban context was the main issue
under discussion since an early date, following the en
actment of the 1976 Constitution. Important theoretical
as well normative perspectives emerge that constitute rel
evant supports in the aspiration to achieve a more effective
regulation of the institution. However, the goal has not
been fully achieved during the validity of the aforemen
tioned Constitutional text. This article develops a brief
critical historical analysis of citizen participation in local
public affairs in Cuba and the legal mechanisms that
guaranteed its exercise. The study aims to identify both
the advances and shortcomings progressions in the current
constitutional and sun-constitutional Cuban order.
