The Guanajuato state´s system of policy evaluation in Mexico: an appraisal of its enforcement
Abstract
The article examines the implementation of the program of policy evaluation in the state of Guanajuato from 2017 to 2020. Our main findings indicate that the gov ernment of Guanajuato does not adequately incorporate evaluation results into its decision-making processes. Lack of political will, limited institutional capacity, resistance to evaluation in the organizational culture, and inadequate tracking of suggested improvements are key factors con tributing to this ineffectiveness. The article concludes that the evaluation policy of the state of Guanajuato needs to transcend political discourse to become an effective tool for improving government management.
