An approach to the analysis of policy failure and policy learning analysis
Abstract
The goal of this article is to discuss the main theoretical frameworks on policy failures and policy learning, in order to provide a structured analytical framework for the study of empirical cases on these topics. Models are structured in order to analyze the main dimensions of public policy failures, failures in the public policy analysis cycle, learn ing in public policies, both social and instrumental, politi cal learning at the different stages of public policy, forms of public policy dissemination, and a model for analyz ing resources for learning in public policies. Several Latin American cases of public program failures and learning on topics related to poverty, social policies, open government, housing policy, tourism, the environment, and transportation are addressed.
