Socio-productive programs, employability and independent labor promotion in Greater Buenos Aires
Abstract
The objective of this article is the analysis of the way local governments in the northwestern region of Greater Buenos Aires, particularly the munici palities of José C. Paz and San Miguel, deal with the implementation of socio-productive programs fostering employability in the non-salaried labor force. Our hypothesis states that within the frame work of these programs, labor skills linked to in dependent work have emerged, which up to now have been managed differently by each municipal government. A qualitative methodological strategy was implemented, although quantitative data were also used to analyze the impact of the massifica tion of socio-productive programs in the selected municipalities.
