Access to termination of formal education: a case study on the Adult 2000 Program in Buenos Aires City
Abstract
This paper examines the design and implementation of public policies aimed at promoting education comple tion in the Autonomous City of Buenos Aires, with a special focus on the Adults 2000 distance and virtual program. Considering that the National Education Law (No. 26206/2006) was a turning point in the concep tion of education (as a right of all people that does not expire with age), we will use the notion of accessibility to understand how access, permanence, and graduation for the education of young and adult people are managed. To provide an updated overview of the topic, we will examine the 2021-2024 period using various second ary data sources; this will give us a better understanding of the expansion the program has achieved in the post pandemic period.
