Abstract
This paper discusses the role of the Organization of Ibero-American States and the role of the Ibero-American Summits in the production of policies for the integration of higher education in Latin America. In addition to technical and educational services policy issues, our analysis enables us to conclude that Summits work not just as an intellectual terrain to advance projects for regional cooperation but also to empower Spain’s economic interests in our region.
