Social policies and territorial quarrels. A case study on the “Argentina Works” program.
Abstract
The reorganization of social policies from 2003 on, and particularly the enactment of the “Argentina Works” Program, involved far reaching changes for social organizations which up to then displayed intense mobilizations against Neoliberalism and the heavy social impact of its subsequent crisis. Such changes related to a broad range of issues, including the organizations’ internal structures, a redefinition of their territorial strategies and territorial competition among different organizations, as well as the organizations’ relations to a number of government agencies. This paper discusses the way the implementation of the “Argentina Works” Program posed heavy challenges to these organizations and the ways they managed to cope with them at different organizational levels.
