More than the sum of its parts: An Analysis of Habitat Program, Slope Historic Sites in Mexico City

Abstract

This paper aims to analyze the policy processes of the Slope of Historic Mexican Centres on the UNESCO´s World Heritage list in the Habitat Program which is coordinated by the Secretaría de Desarrollo Social (Sedesol). The document is divided in three parts: the first discusses the justification of the government intervention in the conservation and restoration of Historical Heritage. Later, the text explores the processes by which studied policy enters into the government’s agenda and what effects it produces. Finally, this study provides some reflections and comments about the program in general.
